§ 14-121. Safety.

  • (a)

    The city provides a safe place to work, using the Occupational Safety and Health Act (OSHA) Standards as a guide.

    (b)

    The city manager or designee is responsible for the coordination of safety activities and programs throughout the city, and has the authority to stop employees from performing unsafe work or using unsafe equipment.

    (c)

    The primary responsibility for providing a safe working environment rests with general managers. Each department will have a safety plan. It is the responsibility of each general manager to enforce the maintenance of safe working conditions; to encourage the development and observance of safety habits; and to expedite removal or correction of safety hazards.

    (d)

    It is the responsibility of each supervisor to: detect and correct unsafe working conditions and practices; train employees in correct work procedures and city safety policies; ensure that each employee knows and follows safety rules; encourage safety suggestions and discussions; and ensure that all accidents and injuries are reported promptly and properly.

    (e)

    Employees are required, as a condition of employment, to observe all safety regulations given verbally or in writing. In addition to guarding their own safety and city property, the employee will do everything possible to safeguard co-workers and others affected by the work. An employee will immediately report to their supervisor any accident, illness or disease arising from their employment that affects the employee or anyone else. An employee will also report any unsafe condition to their supervisor.

    (f)

    An employee who fails to comply with safety rules, regulations, requirements or guidelines may be subject to disciplinary action as provided in article IV of this chapter.

    (g)

    Risk management will assist departments by consulting and advising on matters of safety, loss control, OSHA compliance and training programs.
