§ 14-131. Performance evaluation.
(a)
Performance evaluation means a systematic review of employees in the effective accomplishment of their assigned duties and responsibilities. A recommendation for salary adjustment may or may not be included in the evaluation.
(b)
The basis for performance evaluations is that employee compensation should be tied directly to performance and the attainment of predetermined goals. Evaluations should measure an employee's accomplishment of these goals.
(c)
Performance evaluations shall be completed for all regular status employees. After discussion, the employee is given a copy of their evaluation, which is also placed in their personnel file.
(d)
The human resources director is responsible for ensuring that performance evaluations are fair, objective, timely and in compliance with city policy, which may be set forth in administrative regulations.
(e)
Performance evaluations are completed by the employee's supervisor, and subject to approval by the supervisor's next level supervisor.
(f)
Probationary employees may be reviewed informally once a month within the department. A formal report may be made at the end of the employee's probationary period, with a recommendation for regular status, probationary rejection, or extension of the probationary period.
(g)
An employee may be reviewed at any time, and a formal performance evaluation, including salary consideration, is done at least once annually.
