§ 19-10. Posting of notices.
(a)
No person shall post or affix any notice, poster, paper, sign, placard, handbill or advertisement, calculated to attract the attention of the public, to any streetlight, traffic signal, street sign, lamppost, public utility pole or shade tree, or upon any public structure or building, except as may be authorized or required by law, or upon any private structure or building, without the consent of the owner or person in control thereof.
(b)
It shall be rebuttably presumed that any person or entity whose name, address or telephone number is indicated on, and any owner, manager, distributor, provider, or responsible party of any business, product, or service which is the subject of, such notice, poster, paper, sign, placard, handbill or advertisement is responsible for the violation of section 19-10(a).
(c)
In addition to any other penalties prescribed by law, any person found responsible for violating this section shall be subject to a civil sanction of not less than two hundred fifty dollars ($250.00). Each notice, poster, paper, sign, placard, handbill or advertisement shall constitute a separate violation, and shall be subject to a separate fine.
