The administration of the public safety personnel retirement system and the responsibility
for making the provisions of the system effective for the City of Scottsdale's Municipal
Police and Fire Departments rests in local boards. To carry out these duties, the
local boards are vested with the powers and duties as prescribed by Arizona Revised
Statutes Title 38, Article 4, Chapter 5, [A.R.S. § 38-841 et seq.], as may be amended
from time to time ("state law"). As used in this section, the term "member" is intended
to have the meaning set forth in state law, A.R.S. § 38-842(19).
