§ 17-1. Definitions.

  • The following words, terms and phrases, when used in this chapter, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning. Whenever any words or phrases used herein are not defined, but are defined in Arizona Revised Statutes, Title 28 [A.R.S. § 28-101 et seq.], such definitions shall apply.

    Alley or alleyway means lanes or passageways for use in collecting refuse, unloading merchandise, fire department convenience and generally as a means of reaching the rear end of lots or buildings and not in any way to be considered a thoroughfare.

    Central traffic district means all streets and portions of streets within the area bounded by Camelback Road on the north, 68th Street on the west, Miller Road and 76th Street on the east and by Thomas Road on the south.

    Civil traffic laws means those matters adopted by ordinance or regulation relating to movement of traffic and control including parking, standing or stopping, which provide for imposition of civil sanctions upon violation of such ordinance or regulation. Violation of any civil traffic ordinance or regulation shall constitute a civil traffic violation, unless an ordinance or regulation otherwise prescribes.

    Coach means any motor bus, motor coach, trackless trolley, or passenger stage used as a common carrier of passengers.

    Commercial vehicle means every vehicle designed, maintained, or used primarily for the transportation of property or of a person for hire.

    Crosswalk means that part of a roadway at an intersection included within the connections of the lateral lines of the sidewalks on opposite sides of the highway measured from the curbs or in the absence of curbs from the edges of the transversible roadway or any portion of a roadway at an intersection or elsewhere distinctly indicated for pedestrian crossing by lines or other markings on the surface.

    Curb means the lateral boundary of the roadway whether such curb be marked by curbing construction, or not so marked.

    Curb loading zone means a space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials.

    Divisional island means a raised island located in the roadway and separating opposing or conflicting streams of traffic.

    Parking control checker means an unsworn, unarmed member of the police department of this city, responsible for enforcement of standing and parking violations.

    Parkway means that portion of a street other than a roadway or a sidewalk.

    Passenger loading zone means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers.

    Pedestrian means any person afoot.

    Police assistant/aide means an unsworn, unarmed member of the police department of this city, performing activities such as accident investigation, traffic control and enforcement of standing and parking violations.

    Police officer means peace officers employed by the police department of this city.

    Stand or standing means the halting of a vehicle, other than for the purpose of and while actually engaged in receiving or discharging passengers.

    Stop, if required, means complete cessation from movement.

    Traffic division means the traffic division of the police department of this city, or in the event a traffic division is not established, then the term whenever used herein means the police department of the city.

    Unimproved trail means an unpaved trail not designed for vehicular use but includes trails that have been widened, compacted, stabilized or any other change that facilitates non-vehicular use.
