§ 17-302. Liability for damage.

(a)

Any person who operates or causes another to operate any oversize or overweight load upon any city street shall be liable for all damage to persons and property as a result of operating such load, even if authorized by a permit issued as provided herein.

(b)

When the driver is not the owner of the vehicle, but is operating or moving the same with the express or implied permission of the owner, then the owner and driver shall be jointly and severally liable for any damage.
