§ 24-1. Purpose.

The purpose of this chapter is to preserve the health, safety and welfare of the citizens of Scottsdale, and establish a sustainable community by providing standards for the safe and sanitary collection, storage, transportation and disposal of solid waste, garbage, trash, refuse, and other wastes generated within the city including recyclable material. Nothing in this chapter shall be construed to impinge upon or supplant the authority of the county health department, state department of health services or other public agency having exclusive legal jurisdiction over any matter which is the subject of this chapter.
